1. Be responsible for organizing to enact rules and regulations;
2. Be responsible for general affairs of administrative body, party working committee and discipline working committee of Norman Bethune Health Science Center;
3. Under the guidance of relevant functional departments undertake foreign affairs and work related to alumni.
4. Assist party committee of Jilin University with the work of recommendation, selection and assessment of leaders on division level in Norman Bethune Health Science Center;
5. Under the guidance of relevant departments of Jilin university, undertake the work of team construction, check and ratification of the position compilation, post appointment, examination and evaluation, performance-based remuneration allocation of all the staff in Norman Bethune Health Science Center;
6. Set up section-level organizations in Norman Bethune Health Science Center;
7. Under the supervision and operational guidance of finance department of Jilin University, organize to carry out the work of financial management and accounting to ensure the optional and effective use of all funds;
8. In accordance with the requirements of the financial management of Jilin university, considering the actual conditions of Norman Bethune Health Science Center, enact relevant regulations on financial management, policies of economic distribution and rules for internal controls;
9. Be responsible for compiling annual comprehensive financial revenue and expenditure plan and budget and final account, and carry out overall supervision and control on the implementation processes of budget.
10. Complete other tasks assigned by the leaders.
